Matt Judd, CPA, is the new chief financial officer for Prism Health North Texas

Prism Health North Texas this week announced the appointment of the agency’s new chief financial officer, CPA Matt Judd, and the newest member of its clinical team, Dr. Lori Morales, who is specializing in women’s health services and is accepting new patients at the organization’s Oak Cliff Health Center, 219 Sunset Ave., No. 119, and the South Dallas Health Center, 4922 Spring Ave.

Matt Judd, CPA, has more than 25 years of finance leadership experience, including more than a decade in healthcare with extensive experience supporting community health centers and organizations caring for underserved populations, according to a press release announcing his appointment.
As CFO, Judd will oversee PHNTX’s financial strategy, budgeting reporting, revenue cycle and long-term financial planning, “working closely with the executive leadership team to strengthen the organization’s financial foundation while supporting continued growth in patient services, operational excellence and access to care,” the press release explained.
Before joining the PHNTX staff, Judd was CFO for Sacred Circle Healthcare in Salt Lake City where he “helped guide a period of significant organizational growth,” the press release said.
Sacred Circle Healthcare serves Native American communities as well as other historically underserved populations across Utah, “giving Judd firsthand experience supporting an organization focused on reducing barriers to care,” the press release noted.
During Judd’s tenure, Sacred Circle expanded clinical operations, increased its workforce and experienced substantial revenue growth while maintaining strong financial controls, regulatory compliance and consistently clean annual audits.
“Throughout his career, Judd has focused on building sustainable financial systems that enable healthcare organizations to expand services and better meet the needs of their communities,” the press release said.
Judd earned a bachelor of science degree in accounting from Brigham Young University and a master’s degree in professional accountancy from the University of Utah’s David Eccles School of Business. He is a certified public accountant.

Dr. Lori Morales
Dr. Morales is a board-certified Obstetrician/Gynecologist committed to providing comprehensive and compassionate women’s health care. A graduate of Plano Senior High School, she received her Doctorate in Medicine from The University of Texas Southwestern Medical School and completed residency training in Obstetrics and Gynecology at The University of Texas Medical Branch at Galveston.
Dr. Morales’ career “blends academic expertise, leadership experience and patient-centered care across diverse clinical settings,” according to the press release announcing that she has joined the PHNTX staff. “She is especially qualified to serve PHNTX’s growing patient population with her prior experience at multiple Federally Qualified Health Centers caring for patients regardless of insurance status, working to increase trust of the healthcare system and continuity of care.”
Morales has been “dedicated to training physicians early in their careers via her positions as an assistant professor at UT Southwestern Medical Center for 10 years and, most recently, as director of Ob/Gyn Graduate Medical Education at Lone Star Circle of Care Clinic, an FQHC network in Central Texas.
Morales also served as medical director at the Parkland Hospital Ob/Gyn Emergency Department, focusing on patient safety, quality improvement and access to care.

PHNTX was given Federally Qualified Health Center Look-Alike status in 2024, expanding its services to include women’s health and pediatric care at its South Dallas Health Center, which was “updated to serve as a comfortable, approachable environment for families seeking care under one roof,” the press release noted. To meet increased demand in communities with lower access to these service areas, PHNTX began offering these services at its Oak Cliff Health Center in 2025.
The schedules of PHNTX’s pediatric care provider and of Dr. Morales “will be aligned in order to treat mothers and children at the same facility, on the same day when possible,” the press release noted. “As an FQHC Look-Alike, PHNTX accepts patients with private insurance, Medicaid, Medicare, CHIP or no insurance supported by a sliding fee scale based on income.”
Dr. Carlo said, “Dr. Morales brings decades of experience caring for women across a wide range of clinical and community health settings, making her an exceptional addition to our team.
